Hearing people can communicate face to face every second, every everything that is said to them. Paper / pen-- You can't talk at the same time like in a real conversation. What do you think the other person is doing while you're writing? They might be zoning out while waiting for you to finish so they can read what ou have to say, and then write their response. While they're writing, you might be planning what you're going to have for dinner that evening. Paper and pen is not a 100% face-to-face solution.

IM-- Two people are at two different computers in separate offices. What's face to face about that? Instant messaging (IM) is designed for office-to-office communication through the internet. You have to talk back and forth, and you are not getting the face to face interaction. IM is not a 100% face-to-face solution.

Lip reading-- Deaf or hard of hearing people cannot lip read and understand 100% of what the other person is saying. You can only catch an average of 50% of what the person says. Deaf and hard of hearing people have mastered the art of bluffing to keeep the hearing person from knowing wthat they do really not understand everything that is said. Lip reading is not a 100% face-to-face solution.

Learning sign language-- People cannot learn sign language overnight. It may take years to become fluent in sign language and participate in a 100% face-to-face conversation. People think that they can learn sign language in a short period of time, and then begin having natural conversations with the deaf or hard of hearing, but it does not happen. Learning sign language is not a 100% face-to-face solution.

Video relay service (VRS)-- VRS is only for phone communications, not for face-to-face communication. You can't use the VRS interpreter to facilitate communication with a hearing person in the same room -- it's against FCC regulations. VRS is not a 100% solution for face-to-face communication.

Interpreter-- An interpreter cannot be available 24 / 7, and employers especially cannot afford to provide an interpreter in the workplace 24 / 7 / 365. Interpreters are not a 100% solution for face-to-face communication.
